Cengul-General, Shanghai, reperts that the firm you mention has adopted American registration in order to avoid difficulties consequent upon its having among its directere enemy mbjects. This firm is apparently incorporated under the laws of Hengkeng and it is net elear how it could be put on the American register. The Secre- tary of State for Foreign Affairs would be glad to know whether you can throw any light on the matter. Repert
